These updates are being phased (http://www.murraytwins.com/blog/?p=127)
and update-manager has decided not to install the updates for you yet.
However, apt-get is unaware of phased updates and will offer to install
the updates at any percentage.

  Updates Not Current When Compared to Apt-Get

Status in “update-manager” package in Ubuntu:
  Invalid

Bug description:
  1) Run update-manager

  Expected: Update manager suggest updates
  Actual: Erroneous "software up to date" message

  -=-=-

  I've gotten bitten by this a few times over the last few weeks. That
  is, a fix was released for some bug that affects me, but update-manage
  fails to pick it up, Instead, I must manually do `sudo apt-get update
  && sudo apt-get upgrade` at the prompt to apply fixes.
