I just tried to reproduce this, but failed: I get the US International
layout/variant by default as intended, on both Ubuntu server and Ubuntu
desktop images.
Could you please attach /var/log/installer/syslog? It would also help
if you could give me step-by-step instructions for reproducing this,
including stating which image you're using, and telling me the answer to
every question asked during installation until you reach the keyboard
configuration page.

Bug description:
Ubuntu Saucy has the wrong default keyboard layout for Dutch users:
almost all keyboards sold in the Netherlands have the U.S. English
keyboard layout, and not the Dutch (Nl) layout.
The default choice for Dutch users should be "US International" with
variant "International (with dead keys)". This variant is important,
because in Dutch there are words that contain letters with accents.
This is a regression: see this old bug report from 2007, when it was fixed:

Note: strangely enough, the keyboard layout is right (namely USA Intl)
when you interrupt the boot process of the DVD and choose your
settings manually. When you choose the Dutch language then, and then
press F3 for keyboard layout, the right keyboard layout is already
preselected.
