Sorry for not immediately providing that information. I'm running 13.04,
and my http_proxy variable is configured correctly (i.e. it works with
other applications that use it like wget, apt etc).

The proxy variables http_proxy, https_proxy and ftp_proxy are set in
/etc/environment.

Status in “update-notifier” package in Ubuntu:
  Incomplete

Bug description:
  For a long time I have gotten annoying update messages every time I
  log in, about flashplugin-installer not being downloaded correctly. I
  get prompted if I wish to install, and upon clicking yes, a terminal
  flashes  on the screen. The installation likely fails, but there is no
  real way to verify since the terminal is killed immediately.

  I've managed to track it down to being a proxy error. Simply, the
  update-notifier-common script in /etc/cron.daily does not respect my
  workstation's proxy settings.
