Public bug reported:
I'm using Ubuntu 13.10 dev with udev 204-0ubuntu15 and
/etc/udev/rules.d/README says that its directory is watched from udev
with inotify to apply any changes of these rules immediately. But it
seems this is not the case as changing any rule there doesn't load it
into udev. It is always needed to restart udev manually to take the
changes in effect.
