Well, would you support me moving it from Recommends to Suggests ?

By "turn it off" I really meant the cron job/postinst that runs in
apt-xapian-index.

Bug description:
  apt-xapian-index caused some issues recently for us (see bug #1227420)

  It was surprising to see this rather unnecessary package on the cloud
  images. I believe it should be removed to avoid any further
  complications.
