[Bug 1181849] [NEW] popup in system tray says upgrade is available, but clicking it does nothing

in kubuntu 12.10, a popup from the system tray comes up saying a new
release is available, but when I click that system tray icon, a password
prompt comes up and after I enter the password and hit enter, nothing
happens.
