Title:
  Boot time file system check doesnt finish properly, removing the
  splash screen from boot options fixes the problem

Status in “util-linux” package in Ubuntu:
  Incomplete

Bug description:
  Refer to this ->
  http://ubuntuforums.org/showthread.php?p=8356256

  Just upgraded to Ubuntu 9.10 and now I get the following message on
  every start up when my system didnt shutdown cleanly before.

  File System Checks Are in Progress:
  /home(/dev/sdb3) ...%
  Press ESC to Cancel Checks

  Sometimes, after the Escape was pressed, the system wont start up
  properly and the login screen wont appear also.

  It was a blinking row that described the percentage progress bar.
  Since it looked funny visually, I tried to remove the splash image
  (from boot options at boot time), and wow, it worked. No more file
  system checks afterwards (not the unnecessary ones)

  I believe there is some connection of this with the splash image.
