[Bug 1240739] [NEW] upgrade from 12.10 to 13.04 froze up. What to do?

Public bug reported:

Didn't write it down, but upgrade froze at the point where apget was to
replace 12.xx with 13.04.  waited over an hour. still froze. Nothing
moved, not the mouse, not anything.

Sounds like a tedeious fix for someone who sometimes recognizes when he
sees an expert.
