This likely due to the cinnamon PPA you have enabled.

The package versions provided by that PPA are greater than those
provided in 13.10 which will cause issues upgrading to it.  You'll need
to disable the PPA and use a tool like ppa-purge to downgrade the
versions of those packages for the upgrade to proceed.
