Scott,

I had to manually remove (downgrade) any xserver-xorg-video... drivers that had a version higher than ...raring...
I also cleaned out /etc/apt/sources.list.d/ from any repo that might contain video drivers and removed xedger from sources.list file.

After that (it took me at least 5 attempts) the system was clean and did
a dist-upgrade.

Maybe you want to look into /var/log/dist-upgrade/apt.log and main.log
for indication of whether there are some drivers left.

(If you run vmware like myself, see for the vmware video driver as well)

Bug description:
  I don't have any ppa's installed, but it just occurred to me that I
  have to make a minor change to the lxterminal package, so i download
  the src and build my own .deb.  i have done this with every release
  from 11.10->12.04->12.10->13.04 and it has never been an issue in the
  past when i run do-release-upgrade
