Title:
  Upgrading Lubuntu 13.04 to 13.10

Status in “ubuntu-release-upgrader” package in Ubuntu:
  New

Bug description:
  Upgrade to 13.10 from 13.04 fails with message
  "Could not determine the upgrade
  An unresolvable problem occurred while calculating the upgrade........."

  Then restores to original state.

  Notes: 
  a. 13.04 is now updated to latest state (although at 1st attempt of upgrade it was not, but subsequent attempts to upgrade fail in same way)
  b. Did receive message that 3rd party packages were disabled
