  Upgrade from 13.04 to 13.10 failed with "installArchives() failed"

Status in “ubuntu-release-upgrader” package in Ubuntu:
  New

Bug description:
  While upgrading, in the package installation phase (after having them
  downloaded) some packages failed. Then, towards the end of the
  upgrade, a dialog appeared with a message saying the upgrade had been
  cancelled and the error "installArchives() failed".
