Is the problem possibly related to having installed the fglrx (amd catalyst) drivers as provided by amd at this url:

  Incomplete

Bug description:
  Though Kubuntu 13.10 is released but during upgrade it shows an error
  "Could not calculate the upgrade An unresolvable problem occurred
  while calculating the upgrade. This can be caused by: * Upgrading to
  pre-release version of Ubuntu * Running the current pre-release of
  Ubuntu * Unofficial software packages not provided by Ubuntu If none
  of this applies, then please report this bug using the command
  'ubuntu-bug ubuntu-release-upgrader-code' in a terminal."
