Title:
  Impossible to change localization settings

Status in “kubuntu-settings” package in Ubuntu:
  New

Bug description:
  In Kubuntu 13.10 64bit I can't change anything in localization module
  of systemsettings. When I open it, I see no installed languages, no
  possible currency formats etc. Look at attached screenshots. I use
  Czech language in my KDE.
