That's not a bug(?), ask support questions on askubuntu.com:
However the answer is to go to the Software Updater, click `Check` and
then an upgrade button should appear in the Software Updater. If it
doesn't, you need to click `Settings` in the Updater and make sure
`Notify me of a new Ubuntu version: For any new version` is selected.
Then go back to the updater and see if you get the upgrade button.
