Seems to actually be a problem with iscsitarget. There is a sysctl.d
file installed with an entry
net.ipv4.tcp_mem=1048576
this entry causes sysctl to error.
Commenting out the line allows procps to upgrade successfully.

Bug description:
Applying updates on a 12.04.3 server, the procps package failed to
upgrade as the start script errors with error 255 (as seen in syslog).
Purging the package (forcing dependency break) and reinstalling is not
effective.
