Indeed, openssl has had EAP-FAST for some time...

I'm updating wpa now for trusty, to enable EAP-FAST, that should be in
shortly.

As for in saucy, we can look at releasing that change as SRU.

Bug description:
  In order for properly supporting the EAP-FAST protocol, the openssl
  source needs to be patched.

  The EAP-FAST protocol is supported by wpasupplicant, but is currently
  blocked by lacking support in the openssl library in ubuntu.
