The packages to blame are the qemu-* ones that you have installed from
somewhere other than the official Ubuntu archive.  The release upgrader
is unable to calculate the upgrade because of these packages.  If you
switch to the qemu packages from the official Ubuntu archive you should
be able to complete the upgrade successfully.  Thanks and good luck!
