When I log in as guest, the launcher and top panel are there.

When I press Ctrl-Alt-F1, Ctrl-Alt-F2, etc., I am taken to the various
terminals (ttys). From in there, there does not seem to be anything else
wrong with the machine. Note - NOT Alt-F2 as previously stated.

Bug description:
  My first attempt to upgrade from 13.04 to 13.10 halted midway. I shut
  down the computer using the shut down command, and started it again
  some time later.

  I launched update-manager again, and it told me that it could only do
  an incomplete upgrade, because it had previously been interrupted.

  The upgrade finished, and I restarted the computer as instructed. It
  turned back on, and I can now see my background image, but the
  launcher and the top panel are gone. Thus, I can't use the computer
  for anything.

  I've tried starting terminal by pressing Alt-F2, but nothing happens.

  I can move the mouse around the screen, and right-click brings up the
  right-click menu.

  I am, of course, writing this bug report from another system, as my
  system is now non-functional.
