[Bug 1219587] [NEW] update-manager crashes when started

When update-manager starts, I get the following error message after the
initial window appears:

An unresolvable problem occurred while initializing the package
information.

Please report this bug against the 'update-manager' package and include
the following error message:

'E:Encountered a section with no Package: header, E:Problem with
MergeList /var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_precise-
security_main_i18n_Translation-en, E:The package lists or status file
could not be parsed or opened.'

Other information: I'm using Ubuntu 12.04.2 LTS. I can't get to the
version number of update-manager before it crashes, so I'm not sure
which version it is.
