[Bug 1220212] [NEW] download update disabled when wireless setup still possible

Public bug reported:

In the KDE frontend the prepare page has a download update tickbox which
is disabled if there is no internet access.  But the wireless setup page
is after this page so internet could still be connected.  The install
3rd party software tickbox is always enabled.  I've not yet checked the
gtk frontend for its behaviour.
