In bsdutils 1:2.20.1-1ubuntu3 (Precise), the man page now says:

     -f, --file file
              Log the contents of the specified file.  This option cannot be
              combined with a command-line message.

Looks like this was changed upstream:

Bug description:
  The man page description of the logger -f option is a little unclear.
  It might be interpreted to mean that logging will be sent to the
  specified file instead of the logging daemon (actually -f specifies a
  file containing the message to be logged).

  Here (attached)  is a patch to the man page which clarifies this.

  logger is part of package bsdutils.
