The problem is with icaclient, which is not a package provided in the
Ubuntu archive.  It appears that it is looking for nspluginwrapper but
does not depend on the package which provides that.  There is nothing
for Ubuntu developers to fix here so I am marking it as invalid.

  Clean install of Ubuntu 13.04.
  Updates and new installations of software are reported with a pop-up indicating package installation failed, however packages are installing properly and functioning as expected.
