  Unable to compile due to po4a/podchecker

  New

Bug description:
  Hi, i'm attempting to package 2.13.3 for arch linux (best not ask) and
  am running into some problems while attempting to compile it:

  podchecker fr/dcontrol.fr.pl
  *** ERROR: Spurious =pod command at line 15 in file fr/dcontrol.fr.pl
  fr/dcontrol.fr.pl has 1 pod syntax error.
  make[2]: *** [fr/dcontrol.fr.1] Error 1

  
  I'm not very familiar with perl, but as far as i can tell, it's because the start of the documentation (pod?) for dcontrol.fr (and others) begins with "=pod"

  this then gets transferred into fr/dcontrol.fr.pl AFTER the =encoding
  line, which subsequently causes podchecker to have a fit
