This was fixed in some update in the last week or two; marking as
invalid.

  Power button does not show dialog

Status in “acpid” package in Ubuntu:
  Invalid

Bug description:
  The problem first showed up immediately after my upgrade from raring
  to saucy. In raring, pressing the power button would pop up a dialog
  giving me the options to restart, shutdown, sleep, or log out. After
  the upgrade, pressing the power button causes Ubuntu to immediately
  shut down, without even allowing applications to first prompt to "save
  work".
