[Bug 1226991] [NEW] update-manager says "your computer is up-to-date" whereas there are still 48 packages to be upgraded

Public bug reported:

- I run the update-indicator applet, which notifies me this morning that I have 51 updates to install. I run the "Execute" command which ends up installing Firefox only and saying "your computer is up-to-date", whereas the indicator still indicates 48 updates to install. 
- Trying the "Execute" command again does nothing. 
- Executing the update-manager command-line does nothing, still says "your computer is up-to-date"
- Running synaptic and selecting "Mark all updates" installs the 48 lacking updates...

Worked like a charm until last week.
