[Bug 1228204] [NEW] avahi-daemon fails to start if the kernel does not support SO_REUSEPORT

Public bug reported:

When running with a version of avahi-daemon compiled with SO_REUSEPORT
available, failure of this call fails startup of the daemon.  This
occurs in the panda images where we have a very old kernel relative to
userspace which does not support the call at all.

Where this call fails ENOPROTOOPT that implies the call is not
implemented, and if we ignore it we are in no worse situation that we
were when the code was not supported.
