[Bug 1231734] [NEW] SELinux Flags Not Passed

Public bug reported:

When compiling the debain source using gcc, the CPPFLAGS for SELinux
will not get pass to sulogin.o and init.o. Making the compiling of these
two object similar to init_utmp.o which has addressed the same issue.

I have attached a patch that has been applied to the latest available
stable patchset, sysvinit_2.88dsf-43.debian.tar.gz.
