Thanks for reporting but this is not a bug: the wait-for-state job is an
"instance job" (see  http://upstart.ubuntu.com/cookbook/#instance). As
such, you must tell it which particular instance of that job you want to
see the status of.

To list all instances, run:

    initctl list | grep wait-for-state

     % /sbin/status wait-for-state

  results in 
     status: Unknown parameter: WAITER

  
  but should give the current state as with other services...
