There is a redhat bug at https://bugzilla.redhat.com/show_bug.cgi?id=866714 .
The patch for the fix is at http://pkgs.fedoraproject.org/cgit/dhcp.git/commit/?id=58a3b6ca5db9af95ebfa1184fd1089da3c4a825b .
The patch mentions upstream bug bug 25806 for permissions on a pid file, but there is no upstream bug mentioned for the leases file.
isc-dhcp does not have public bug tracking that I can find.
There is fallout of this found in maas (bug 1231693), and likely any
other package trying to run isc-dhcpd.
