I was not able to reproduce this on my n7:

flashed it to -5 (which ended up putting image 60 on my device as per
s-i-cli --info)

I toggled back to read/write and edited /etc/system-image/client.ini so
that loglevel was info (which it will be with the next s-i).

tail -f /var/log/system-image/client.log

First did a `system-image-cli --dry-run` and saw the upgrade path
proposed as 61:62:65:67:70

Then went to the u/i and started the upgrade, while tailing the log
file.  Everything downloaded just fine and I eventually saw the expected
messages:

[systemimage] Sep 30 14:11:47 2013 (1873) all files available in /tmp/system-image
[systemimage] Sep 30 14:11:53 2013 (1873) preparing to reboot

At this time, the u/i then said "Install and Reboot", which I did and
then got this in the log file before it rebooted.

[systemimage] Sep 30 14:12:46 2013 (1873) rebooting

After the reboot, I was left at image 70, as expected:

root at ubuntu-phablet:/# system-image-cli --info
current build number: 70
device name: grouper
channel: stable
last update: 2013-09-30 09:54:18
version version: 70
version ubuntu: 20130929
version device: 20130928

And of course a subsequent attempt at updating gave me the "already up-
to-date" message.

If this problem is still reproducible for you, please bump logging to
'info' level as described above and attach the log file.

  Upgrade fail

Status in “system-image” package in Ubuntu:
  Incomplete

Bug description:
  Cannot make an upgrade from touch image 20130919 to latest.

  STEPS to reproduce:
  1) Install an old image (phablet-flash ubuntu-system --revision -5)
  2) Verify you are on a very old image (adb shell system-image-cli -i), in my case it was worth 216.5 MB
  i.e.:
  current build number: 57
  device name: mako
  channel: stable
  last update: 2013-09-20 13:04:22
  version version: 57
  version ubuntu: 20130919
  version device: 20130917

  3) Open system settings and attempt to Download update
  4) Click on "Install & Restart" and the update wasn't downloaded (see attached picture)
