I have marked this as 'Opinion' for now. That can be changed in case
more users think this is a real bug.

By the way, this does not affect a specific flavour, this affects all
Ubuntu Flavours as long as all are using Ubiquity :)

  Ubiquity procedure steps are wrong ordered

Status in “ubiquity” package in Ubuntu:
  Opinion

Bug description:
  Tested with Ubuntu 13.10, but it seems to be the same on 13.04. Ubiquity steps are:
  1. Choose your language
  2. Choose some installation options (install updates, additionnal software, etc)
  3. Connect to the network
  ...
  4. Choose your keyboard layout

  This is wrong because:
  a. The step 2 is impacted by the network connectivity
  b. It's difficult to enter wireless credentials if the keyboard layout has not been setup first.

  My proposal to fix this is the following sequence:
  1. Choose your language
  2. Choose your keyboard layout
  3. Connect to the network
  4. Choose some installation options (install updates, additionnal software, etc)
