With unixodbc 2.2.14 in precise and later, odbcinst prints an error
message instead of crashing.

  Fix Released

Bug description:
  [mymachine] me:~/> odbcinst -q -d
  Segmentation fault (core dumped)

  strace showed me it segfault after trying to open /etc/odbcinst.ini which doens't exists.
  after a touch /etc/odbcinst.ini no more crash.
