  Fix Released

Bug description:
  Binary package hint: apt

  apt-get behind a proxy server times out. When I define a proxy
  username and password in Network Proxy and then open a new terminal
  window, I can see the http_proxy env variable defined, but apt-get
  still times out.

  This bug emanates from bug 181999.
