[Bug 1306640] [NEW] Keyboard selection in oem-config-firstrun has no effect

Whatever the user chosse in the oem-config-firstrun , the KB layout used after the firstrun is finish is the one that was used when the oem image was initialized.

Hwo to reproduce :


- install ubuntu in OEM mode using a german KB Layout.
- Launch oem-config-prepare
- Start the firstrun, select french - paris - French keyboard
- When you arrive on the Ubuntu desktop the leyboard is still german QWERTZ


Expected result : the keyboard chosen in the firstBoot should be the one and only selected when arriving on the desktop.
