[Bug 1308752] [NEW] Oem install Login fails on first reboot to user when different keyboard layouts are used

STEPS:
1. Install an English or French oem session
2. Reboot into the user setup
3. Select French If you installed in English or German if you installed in French
4. Select a user name of a
5. Select a password of 1
6. Once the user setup is complete try and login.
7. Login will fail
8. Hit Ctrl+alt+F1
9. Type in your user and password
10. login completes
11. reboot
12. login in lightdm it now works
