I can't really agree with the non-solution you offer, especially when
Montreal can be selected once the OS is installed. Someone made a wrong
change thus affecting the installer and this should simply be reverted.
According to your "reasoning" Halifax should also be deleted since it's
in the same timezone as Toronto, Washington DC should also be deleted
because it is in the same timezone as New-York...
