[Bug 1310592] [NEW] apt-get doesn't update lists timestamp

Some APT lists under /var/lib/apt/lists time stamp is not updated when
running apt-get so every time apt-get downloads them again which result
in very big download size.

Doing "touch" to the affect file list solves the problem.
This is affecting 14.04

# apt-cache policy apt
