Getting closer I think,  this is from /var/log/dist-upgrade/main.log

  Cannot calculate upgrade (13.10 -> 14.4)

Status in “ubuntu-release-upgrader” package in Ubuntu:
  New

Bug description:
  Cannot calculate upgarde.  I'm not upgrading to a pre-release version
  or running a current pre-releaes version.  I have also turned off all
  other software sources.

  I expected this to work,  however I continue to get the Could not
  calculate upgrade message.  I have dissabled all third party soruces
  (I had been running google's chrome).
