By default, lightdm in Ubuntu is not configured to use pam_time. So you
seem to have a non-default PAM config, as well as a non-default
/etc/security/time.conf. Please attach the latter file.

** Changed in: pam (Ubuntu)

Title:
  pam_time.so 1.1.8 has strange behaviour

Status in “pam” package in Ubuntu:
  Incomplete

Bug description:
lightdm stop working properly after I upgrade Xubuntu from 12.04 to
14.04. In my auth.log file I find "shows lightdm:
pam_time(lightdm:account): field too long - ignored". I recover
normal behaviour of lightdm with an old version (1.1.3) of
  pam_time.so. Thanks CG
