There is no way to automatically know which manually installed package
should be removed or upgraded when they are not from an official ubuntu
repository. This version of perl has maybe been pulled by dependency on
another package. Anyhow from the system signature ( DistroRelease:
Debian GNU/Linux 7) this system is clearly not a native Ubuntu system
but a mix of Debian and Ubuntu which is not supported.
