And yet, how do you reconcile that with the following from 13.10?

Bug description:
  In Ubuntu 12.04 and 14.04, there is a libarchive.so.12 and
  libarchive.so.13, respectively. However, there is no libarchive.so .
  This makes it hard to build against.
