[Bug 1312253] [NEW] Keyboard layout doesn't change permamently

I just updated from lubuntu 13.10 to 14.04. On 13.10 my keyboard layout
was set to german (but everything else to english). After the update the
german keyboard layout was gone. I first tried it with gnome-control-
center without effect. Then I decided to try

dpkg-reconfigure keyboard-configuration

and

dpkg-reconfigure console-setup

I also did udevadm trigger --subsystem-match=input --action=change
afterwards.

This works but after reboot the settings are gone. So how to change the
keyboard layout permamently.

I also tried to setup things withing xorg.conf without success.
