[Bug 1313220] [NEW] Application Shortcuts (Hotkeys) Only Sometimes Work

I am running Xubuntu 14.04 on a HP Pavilion Chromebook 14. I have set
the F6 button to execute: "xdotool key XF86MonBrightnessDown" under
Keyboard --> Application Shortcuts. The brightness only decreases
sometimes. However, when I execute "xdotool key XF86MonBrightnessDown"
from a terminal, it always works. Changing the shortcut to execute
"xfce4-terminal" seems to make the hotkey 100% consistent. However,
changing it back to "xdotool key XF86MonBrightnessDown" seems to make it
inconsistent again. This bug did not occur with Xubuntu 13.10.
