[Bug 1313774] [NEW] interfaces man page sucks

Public bug reported:

I had a bad time trying to configure wifi on Ubuntu Server 14.04 without
graphics installed.

'man interfaces' which appears to be from 2004 doesn't mention wifi and
Google returns mostly outdated information on the subject. Apparently
/usr/share/doc/wpa_supplicant/README.modes.gz is the place to learn that
it's possible to include wifi directives in /etc/interfaces without
going online; there is no SEE ALSO man page option.

It would be easier if the man page was empty and just said to read the
Debian reference manual. It might also be useful if there was a man page
with the information contained in README.modes.gz, in my case
specifically the wpa-ssid and wpa-psk options.

** Affects: ifupdown (Ubuntu)
     Importance: Undecided
         Status: New
