Thanks for your prompt reply.  I restarted the upgrade and it completed
successfully on the second try.

This means you had another package manager running, like synaptic or
something at the same time you were trying to upgrade.  If that's the
not the cases and you still can't upgrade report a bug using 'ubuntu-bug
ubuntu-release-upgrader' as that will gather detailed information from
your system.  Thanks!
