[Bug 1360049] [NEW] system wont restart or shutdown computer

Not recognizeing TV card Hauppage  HVR-1600, if card removed system will
re-start and shutdown, but with card in,  it doesnt shut down or re-
start (can't shutdown watchdog).  Tried installing drivers (CX18) for TV
Card card but that failed also
