Actually, Erlang/OTP has their own copy of pcre, so it requires its own
pcre_printint.src. However, consider adding pcre_printint.src for pcre
debugging during development.

Bug description:
pcre_printint.src is requried for other dependencies that can be built
from source (for example Erlang/OTP when DEBUG is defined). For some
reason pcre_printint.src is not provided as would be expected within
libpcre3-dev. However, you can see pcre_printint.src within emboss-
lib due to it having its own version of pcre (it seems).
