[Bug 1400548] [NEW] can't report ubiquity error, says not an official package

Public bug reported:

Ubiquity crashed on a system when I was attempting an install - in this
particular case a hardware error caused the system to no longer detect
the installation target drive.

I was installing from a USB drive created using the "startup disc
creator" and 14.04.1 ISO.

"The problem cannot be reported:

This is not an official Ubuntu package. Please remove any third party
package and try again."

See attached screenshots.

Steps to reproduce:

1) Attempt to install Ubuntu
2) Ubiquity errors (the only way I can think of to reproduce this would be to disconnect the install target, since that's what happened when I saw this message)
3) Cannot be reported because not official package?

I'm sure there's a reason it can't report whatever caused the crash.
