The bug was that libaprutil1-dbd-freetds version 1.5.3-1 is missing from
14.04 LTS, whereas 12.04 LTS comes with libaprutil1-dbd-freetds version
1.5.2-1, and the absence of this package prevented what would otherwise
be a reasonably straightforward compiling of a fairly standard program
on 14.04 when using almost the identical compile parameters as the 12.04
package team used to compile that same package for 12.04.
However, after a rather confusing error message from the apt-get
utility, I found I was able to force through the installation of
freetds-dev in its place and bypass the issue, so for that reason this
bug can probably be marked closed.
I don't know why it said it belongs in ubiquity because I specifically
selected libaprutil1-dbd-freetds. It must have ignored what I set it to
afterwards. Perhaps I don't have access to actually assign what package
a bug I'm filing goes to, or something.

Bug description:
I can find version 1.5.2-1 on one of the sites somewhere and download
it, but that is not compatible with other dependencies. It looks like
either someone forgot to compile this library, or it is perhaps
obscured in some other package that is difficult to find.
Because of this problem, PHP 5.3 fails to compile if you include the
--with-mssql=shared,/usr configure option, which is used by the
configuration options for 12.04 LTS version of PHP. Is there no mssql
support in whatever version of PHP comes with 14.04 LTS?
Of course, tons of other issues prevent PHP 5.3 from compiling, such
as it not looking in the /usr/libx86_64-linux-gnu directory for
libraries, but all the other problems like this so far I've been able
to correct this via symlinks and installing tons of dev packages.
